Launching Ads

Hey guys, I run an AI agency & I am currently launching some ads for my service, but I had a quick question. I watched a video online (by Jeremy Haynes), which recommended just putting 25-30 creatives into one ad set, whereas I only created 2 ads each for my 2 ad sets and was planning to start with that. Initially I want to spend ~$40 p/d. What do you think is my best option?
