Figma file padding and margin

With the figma file does it tell you what the padding and margin is for the suggested layouts? I noticed that it used the position property most if not all the time to move things around and gave a lot of things set heights and widths which doesn't seem like a good idea to me but I could be wrong. Wouldn't moving things around like that take it off the typical flow also?
