Place in Layer 3.
Step 5
Define artifacts.
Question:

Place in Layer 4.
Step 6
Write stage contracts.
For every stage define:
- Inputs
- Process
- Outputs
Step 7
Define review gates.
Question:
Where should human judgment occur?
