On paper, everything looks controlled. In reality, decisions keep flowing through informal channels, shortcuts, and unspoken norms that governance never touches.
An AI Audit that only reviews governance artifacts will always conclude “frameworks exist.” A meaningful audit asks something else: which decisions bypass governance when pressure rises, and who benefits from that bypass? Governance that never gets challenged during urgency is not governance. It is decoration.
