Having trouble getting approved for Twillio A2P SMS Campaign

I have a afterhours agent for a bagel shop and one of the features the client would like to be added is a sms message being sent to every inbound caller with a link to their online bagel shop app with a discount code for an incentive to order on there website/app. The campaign status always comes back as failed and i was wondering if anyone out there would have any knowledge on this topic.

My use case is Sole Proprietor, would this be something that needs to be changed for it to be approved?
