Babylon was a mesopotamian city state. The Babylonian empire along with the Assyrian empire, were the successors to the Akkadian empire. Before Babylonians spoke armaic, they spoke akkadian (it was their own dialect of Akkadian). Babylon by historians is usually divided into the old babylonian empire and the neo babylonian empire. The old babylonian empire collapsed after the death of hammurabi, as old babylonian empire was closely tied to that specific king. The neo babylonian empire on the other hand was formed after the Assyrian empire was destroyed by the collaboration between King Nebopolassar's army and the army led by the Medes. The territory of Assyria was divided between the neo babylonian empire and the median empire. King Nebopolassar's son is the famous King of Babylon, Nebochadnessar II, who is mentioned in the bible and is famous for conquering Jerusalem. Eventually the Neo Babylonian empire would be conquered by the Persian empire led by Cyrus the great, and after that the Persian empire would be conquered by the Macedonian empire, led by Alexander The Great. Eventually people stopped living in Babylon. I am still researching history so there are some gaps in my knowledge about what happened between the conquest of Alexander the great and people stopping living in Babylon.
