So here are some interesting test results from a recent batch of x40 (split out over a few weeks) FAQ or PAA style KWs with low volume (0-10 in Ahrefs) using Zimmwriter and it's Bulk Writer version. Rapid growth in keywords, rankings and traffic flowing in. You can see the positive correlations with more organic pages (bottom of pic) and keywords/traffic. The secret behind many of these low volume or supposedly zero volume keywords is that people do search them given they are in the tools database and they often pass the KGR (keyword golden ratio) test which means a solid piece of content with your keywords in the 4 main places can often do well.
