What is more important to you: speaking Arabic or reading the quran with understanding?

Reading with understanding is definitely the priority. However, I believe that practicing speaking (Fusha) reinforces the grammar and vocabulary, which eventually makes understanding the Qur'an much easier and more natural.

Reflection
“He said: ‘My Lord, prison is more beloved to me than that to which they are calling me. And if You do not turn their plot away from me, I might incline toward them and become of the ignorant.’” (Qur’an 12:33) As for the statement of Yusuf (Joseph)… there are two lessons: 1. Choosing imprisonment and hardship over sins and acts of disobedience. 2. Asking and supplicating to Allah to keep the heart firm upon His religion and to direct it toward His obedience. For if the heart is not kept firm, it may incline toward those calling to sin and a person would become among the ignorant. In this is reliance upon Allah and seeking His help to keep the heart steadfast upon faith and obedience, and it contains patience over trials, hardship, and harm that comes when one remains firm upon faith and obedience. [Ibn Taymiyyah, 4/39]
