It's the way the military evaluates speaking ability. The format is simple: the tester asks you questions, and you answer. Why does the OPI matter? Because it is a lot like real life. If you can do well on an OPI, you will also do well in conversation outside of the OPI (for example, when traveling). That's why it's the standard the military uses -- it's practical.
