Anyone have any idea how we should go about finding our first carrier.or carriers to cold call suggestion in the comments

I was wondering do the dispatcher pay for the carrier fuel or how does that work? I'm not sure if I missed that part or not. But I have a friend that drives for this company and I know that they do this fuel reimbursement , so I was wondering would that be part of my responsibilities?
