How do you prevent tenants from making bogus claims of risers for electrical or other repairs? I think my manager is getting kick backs for repairs with contractors. Are we able to make the tenants pay for the service call if it’s their problem?

How do you all deal with a really difficult city group? They are making me get a permit for everything, and they’re forcing me to use their licensed contractors which is next to impossible to find in a small city.
