When a review plate has been assigned to a business, does the person scanning it HAVE to have their own Google account to be able to leave a review?

Just thought I'd share this cold calling intro which I'm having success with. "My name's Andrew, I live in [local area] and I help local businesses get more Google reviews without having to chase customers.
