Can someone explain to me the play with HOA liens? I have a number of leads with them. Is there a way I can leverage them into ownership and/or any kind of monetization?

So I been trying to get in touch with a property owner that is losing her property to a tax sale after calling so many members of her family with no response. I decided to do a Google search and find out the owner is in jail for attempting to drown her 3 kids, no wonder why I didn't get any answers from anyone in the family just thought that was a crazy story to be shared for what we have to deal with doing curative title..
