The Universal Order is the supreme law, above all domestic, statutory, or corporate systems. Rooted in The Universal Declaration of Human Rights and the inalienable dignity of all conscious beings, it transcends artificial constructs. No government, court, or statute has lawful power to override this order. This is the legal Hierarchy of Law on earth and the Governments are structurally captive by it as expressed in all Constitutions of the countries on Earth.
Your inalienable rights do not flow from a construct, from a government system but from your very essence and existence, that is why the Laws have been created under the chain of authority. The problem is you were never informed that your being is the origins of rights not government systems.
