Aphids and limp tomato’s

I am new into hydroponics and have a shelf unit and a tower, my problem is I cannot get rid of the aphids , I’ve tried some mixture of chili and garlic spray [which I think they like] and recently neem oil spray. The second issue in my tower unit my tomato’s plants are really struggling the leaves limp that dying.I keep the PH around 6.6.. Can you please help?
