Can I draw and extrude a hole in an assembly?

Well... I know how I could make the hole at an angle in the rear plate (the plate with the square holes in the 2nd picture), this is not that difficult at all.

However, would it be possible to draw a hole on the blue surface in the 1st picture and "Extrude Cut" that hole "Through All" within the assembly mode? (The hole in the Back Plate is to allow to insert a screwdriver to install component)

This would immediately locate the hole at the proper location in the back plate without the trial and error that would be needed by modifying the plate...

Also, this assembly is welded but it could also be bolted, and one could wish to extrude holes to that end directly in the assembly for immediate perfect fit... Is that possible?
