91 Barton Ave, Toronto and what is wrong with our current "system"

At the end of last week an amazing missing middle 10 unit project was voted down at the COA (committee of adjustments), a big loss (for now) for middle housing development and the community as a whole. Its location in Seaton Village has been experiencing population decline for over a decade and now sits at 2006 levels. This proposed multiplex is located less than 5min walk from 2 subway stations, Bloor st and Christie pits park.

I've been stewing over this one since the COA meeting as there is an abundance of incredible resistance to change in the GTA and mental gymnastics to justify it.
