Seeking help with meta delivery error

Will greatly appreciate any contacts for specialists with proven success resolving delivery errors in meta delivery errors. I had client build new ad account, pages I built ,even new portfolio. All still in good standing. tested different copy media and destinations all return same delivery error. meta support put me through hoops including verification and then I was able to speak with a person for support and was told there was nothing left for me to do, the client (owner) needs to initiate case and likely follow verification steps. Client has initiated case however we cant get him on the phone or even real person on chat. Just spitting our conflicting suspicions as to whats up. Any insight/contacts appreciated, thank you
