GRAMMAR BREAKDOWN
1. "O TEMPO" = THE WEATHER (Weather as Noun Topic)
Instead of simple "estΓ‘ a chover", now we discuss WEATHER itself.
O tempo = the weather system/pattern (abstract noun)
Compare:
A1: EstΓ‘ a chover? = Is it raining? (simple fact)
B1: O tempo estΓ‘ a mudar. = The weather is changing. (observation)
"O tempo" elevates from description to analysis!
2. "ESTΓ A MUDAR" = IS CHANGING (Continuous Present)
EstΓ‘ a + verb = ongoing action happening now/this period
EstΓ‘ a mudar = is in the process of changing
EstΓ‘ a piorar = is getting worse
EstΓ‘ a melhorar = is getting better
This describes ACTIVE CHANGE, not static condition.
