When filling out a Post Award Request

The first line asked for the contract number. I have used both the solicitation number from before the award and the contract award number and it will not accept either. The Award isn’t showing up in Vsm. When I contacted Vsm helpdesk, they said it wasn’t uploaded and they couldn’t see it and to speak to the person listed in block six of the award. This person does not list the phone number and the email said that it was unmonitored. I sent an email anyway and got a response for saying that I have to use the PAR system. When I try this, it won’t accept either one of the numbers. Have I missed something somewhere? Was I supposed to sign in blood somewhere?
