Never assign something as malicious when it might be better described by incompetence. Obtaining data points will help a judge make the determination. My Superior Court Appeal brief cannot be completed as the Court of Common Pleas "certified record" remains incomplete. I desire to move this along, but it is important for all records to be before the Court. I filed a motion to stay pending correction of the record. Standard 1946 stuff.
