I’ve been reaching out via text & call about this but I keep getting new representatives & they all are holding the inquiry as if I’m a new client been here 4 months & at one point my score was on the rise but for no rhyme or reason they all dropped can I speak with someone

I've been diligent in terms of applying for credit cards but I get baby amounts not sure what I can do to make sure these approvals become higher. I am not in a hurry to use it but I know I have to build comparable credit. If anyone can direct to any resources that would be great.
