Whos doing section 8 in birmingham and Tennessee?

Hey guys, I wanted to ask if it's possible to do section 8 real estate investing as a foreign investor. We have the capital to do the first property all in cash but we would prefer to do some form of lending. We researched but only state that we can register the llc seems to be in Wyoming. I would appreciate all the advice you can give!

Do I need to make my LLC in the state/market I’m going to invest or the state that I live in?

Is there anywhere I can business funding or working capital?
