Help me - I know this has the most obvious answer

... that I'm overlooking but:

How do I get Wingman to move people out of the Lead Onboard tile? I can't drag them, tagging them as "hot" or whatever doesn't move them. I don't see anything that I can check off to say I've contacted them.

Is it just tagging them with a caterpillar? Even if they aren't all that "engaged"? Like, once I contact them, even if they don't express interest they are considered engaged?
