Question about DAT board

In the training video it said that we need an MC to sign up to use the DAT board. The video said that what we should do is ask the carrier to use their authorization to access the DAT board. My question is what happens when you are no longer working with the carrier? Do I have to find another carrier to use their MC. How does that whole thing work?
