Building an app with AI?

I want to build an app with AI that uses a picture to identify an specefic issue, then tells the person about potential issues and solutions. I dont wanna reveal too much of my idea so lets keep this more general.

I know nothing about AI automation and I am completely new to it. I want to find and earn knowledge and data and create my own database, then I want to feed my AI with the data from this database and help it make conclusions, and then create an AI that can use this to draw conclusions and give recommendations/feedback and advice. I also want it to refer to the specefic resources that helped it make this conclusion.

I also want to feed the AI with specefic data when I create the database, not just any info but in very specefic areas.

How do I do this? What is the roadmap? What do I need to learn and master?

I would appreciate any help I can get.
