To Whom It May Concern,

I, Norwood Emanuel Williams Jr., a living man, competent to handle my own affairs, hereby give formal, lawful, and timely notice of my voluntary withdrawal from any and all state and federal programs related to the commercial registration, regulation, or licensing of my private automobile and private travel, pursuant to 28 CFR § 29.10.

Under the cited federal regulation, I have the right to withdraw from the program at any time by removing any decals, tags, or license plates associated with commercial jurisdiction. I affirm that such removal has been lawfully completed. I do not consent to be presumed, compelled, or assumed into any regulatory commercial scheme without my knowing, voluntary, and intentional agreement.

Furthermore, I affirm that my spouse, Tiffany Williams, is also protected under this withdrawal as a private, non-commercial traveler. Both she and I reserve all rights, privileges, and immunities secured by natural law, common law, and the Constitution for the united States of America.

• I am not engaged in transportation for hire, profit, or commercial enterprise.
