California cob hopes

Hi from California! I'm looking into purchasing a bit of land and putting a cob house on it. So far, CA regulations are tricky on this. As far as I can tell, it's not allowed unless it's 120 ft² or less, and no electricity or water allowed to the unit. Maybe more than 1 unit and solar? Maybe a hose pipe outside with some sort of access? Maybe I should contact building codes and ask?
