Question regarding voice agent expense

I’m working on a bulk calling system for real estate leads, but I’m facing a big challenge — using AI voice agents for calls is turning out to be too expensive when done at scale.
I’m trying to find a cost-effective way to handle outbound calls . Do you guys have built something cost effective voice agents that call around 5000 to 7000 calls per month
