Do you hire people to find you clients? How does that work?

Hi all,

Hopefully this is the right place to ask.

I've read here that a person hired someone to get them clients for a percentage of the service and I'm hoping you can clarify this for me:

where would I look for such person?
what job title does that person have? Sales something I suppose
what is the common deal made when a person works for a percentage? Like 10% of the deal or 20%?
what would I need to provide for that person, other than the product and terms?
would that person be able to close the deal or just get a potential client to call me?

So many questions, I have no clue how that works. Thanks!

If this is important, a person would try to sell digital service to small business owners.

Edit: in question is a small web development team, just 2 people.
