SBA Loan Pre-qualify?

Hey experienced SBA folks! What comes first finding the business or finding financing? My gut says get financing squared away then find the business. For those that are experienced with SBA loans, I have had a bumpy credit past with a few delinquencies and a debt settlement. No bankruptcy. Credit is just above 650. Can I prequalify? Or is that even a thing with SBA?
