So, I finally has a resolution on this issue, and it was incredibly simple. 1. Create a subordinate profile in DIBBS. 2. Do no access this subordinate profile outside of the US until acknowledged by the DLA. 3. Email DIBBS T&Cs MONITOR via their email at dibbs_tc_monitor@dla.mil 4. Articulate to the DIBBS T&Cs Monitor the business need for the access outside of the country and mention the country DIBBS will be accessed. 5. Once they have acknowledged the situation, you can access DIBBS in your foreign country. 6. This access has a sunset, mine was 6 months, but can be renewed. 7. All terms and conditions apply, Notice Display (dla.mil). If there is already a DIBBS profile established, then there is no need to create a new profile, just notify DLA of the foreign travel. Also, the foreign access is ONLY granted to the SPECIFIC profile that is requested for foreign access. I hope this helps.
