I believe you are asking how to get business from people you do not know. Cold calling your area of interest That will give you now business, but you will also increase the people you know and do business with those people as well

How do I generate leads outside of my circle of influence? What’s the best way to get homeowner info to contact those facing foreclosure?

The best way to generate seller leads outside of your circle of influence is cold calling. The best sources for getting the contact information of home owners is Mojo, REDX, Cole Realty Resource and Intellius. The way to find out about foreclosure is in the county's clerk of court website. But not sure that is the best target market. You want to focus on more expensive homes. Selling a $300k home is not that different than selling a $3 million home, but you get paid 10 times more by selling the more expensive one.
