What is a good baseline for fundimentals before I start focusing on skills? I'm currently at 24 clean push ups, 9 dips, and 13 pull ups.

I think you have a good foundation; however, you need to be clear about which skills you want to learn first to see which basics you should practice or improve. For example, if you want to learn handstand push-ups, you should start with a regression of the movement and strengthen those parts, such as decline push-ups, then pike push-ups, elevated pike push-ups, wall handstands, etc.
