I have a great deal however title is clouded and I’m not sure if there are any buyers who will buy with clouded title

Hey I have a seller who’s willing to sell her property. The wholesale value says 75,000 while the retail value says 126,000 … I’m confused on how to know what to offer / what I would make ? Would I still follow the ARV x 70% rule minus repairs ? Or how does that work because how did they come up with the wholesale value ?

Are there any cash buyers who would buy a good deal with a clouded title ?
