Trying to make a decision whether it is worth it to cut costs on VAs for cold outreach and just put it into paid ads for more leverage. Is $600 a month enough to get booked meetings and closed deals on instagram and facebook ads for agencies?

I'm really having problems selling any kind of lead generation service in the solar niche. Even if I work on comission, I can't pay for the adspend. And the niche has become very saturated with people offering lead generation or facebook ads. Any idea how I can get clients in the door without paying for the adspend myself? I thought of positioning my offer different or just offering something else first and then upsell them but I don't really know what. Any thoughts?
