That is a bit complicated. But mostly in how we can connect anywhere in the world and do the orchestration based on a per call basis rather than as a per min.

Is there any fully free, open-source method to make outbound AI voice calls? If anyone has an idea or experience with this, please share.

This question needs a bit more detail There are options for orchestration to replace Vapi/Retell/etc - look at Dograh But the telecom / outbound calls have a per min. cost for the phone carrier (or other services).
