It depends...I think if you're discussing media more from an artistic standpoint most of the "rules" could be classified more as "best practice", but can be bent or broken depending on what you're trying to accomplish. The more technical you get (like if we're discussing video or photo formats for shooting, for example), it becomes a little more stringent and is often enforced by industry standards.
