(You care about the kick according the donkey) meaning: The response, punishment or treatment meted out to someone should be proportionate to their character, behaviour or capacity. It is a saying about tailoring one’s reaction to the severity of the provocation or to someone’s ignorant nature, dealing with each case according to the person who provokes it
Criminal facts in Portugal
Because there is crime in Portugal (it's not a paradise...), I'll place some ocasional news about the subject here. Seven people were convicted to prison (7Y9M to 16 years) for a total of 36 robberies. A foreign citizen, illegal in Portugal, started a fire in the street, next to cars and a shop. After PSP policemen arrived, and when they tried to extinguish it, one of them was attacked by the immigrant, who was then arrested. A 54 yo immigrant stabbed a co-worker in a café in the sequence of a futile argument (work related). The victim, a 35 yo immigrant, was rushed to hospital, due to the life threatening injuries. Strikes
A general strike has been announced by the 2 union confederations (CGTP and UGT), and will take place next month (December), on the 11th. The government says there's no reason, as the new labor law hasn't been approved. The unions say they have to strike, because the government said they won't change their proposal.

The major unions' confederacy (CGTP) reported there will be a general strike on the 3rd of June. The other major one (UGT) is waiting for the result of the ongoing labor negotiations with the government and employers' organisations.

@Clark Shaffer Those people can't (or don't want to) remember the reality. 1) Quality of education was not "much better" - 90% of the population would study just 4 years (bare minimum), and students, especially in primary school, would be punished or beaten by the teachers on any mistake made. Analfabetism was of 20% to 26% of the population. Only 1% of adults had university education; 2) Healthcare was excelent - for those who could afford. Most of the population lived in the countryside, with few doctors and few hospitals. Infant mortality was very high; 3) Cost of living was reasonable and affordable for all. Yes, prices were low, and so were the wages. A big percentage of the population worked in agriculture, so low wages were suplemented by farming their own land. Salazar had a phrase, promoting the consumption of wine: "Drinking wine provides for 1 million portuguese". Usually, the ones that promote the "ancient Regime" (Dictatorship) were part of the elite or didn't live in that era.
