So the governer limits I understand are some restrictions in Salesforce that control the efficiency and fair use of storage or prevent any customers/users from consuming excessive resources which could have a negative impact on other customer's performance.

Is a new generation of an model that allows users( customers or potential customers) to access storage, servers, databases,etc over the internet. One of the benefit is they pay only for what they use not more than that.
