If licenses and proof of insurance are not required to be submitted with the proposal, should I include them anyway to be extra 🤣 Or is it better practice to submit only the documents explicitly requested?

My potential subcontractor can perform most of the work however, he said that he would need to subcontract one specific portion. Is that allowed?
