Can the name on GMB and LSA's account be different as I want to add city to my name in GMB in order to optimize it as LSA requires Legal documents ? Thanks

I’m currently running Local Service Ads (LSAs) for a roofing client based in East Sussex. Initially, he was getting around 7-8 good leads per week, but over the past few weeks, that’s dropped to just 1 lead per week. Has anyone experienced this kind of decline with LSAs before? What would you recommend we do to improve performance again? Any advice would be appreciated.
