Question
There's this vacant house next to me where the owner checks on it about once a year. He's owned the home for a long time and is willing to sell. I didn't get his contact information and I'm hoping he will check on it soon. How do I find his contact info? Also, I noticed there's a past due water bill due to the water department putting a sign on the door. I'd like this to be my first deal, however, I'm not sure how to approach him as a wholesaler. Any tips?
