Who was the joke writer genius, that went FULL subtle and came up with the original gag of Ed & Ted walking through the Police Squad crime lab, but Frank Drebin walking around the clearly exterior film set?

It’s a little stuff like that to me that’s Genius about ZAZ. It’s not the big jokes. It’s the little subtle things that I’ve seen after 50 years almost and 100 views that I pick up on now.
