Quick General Reconstitute question

Hello everyone 👋 Standard question, I hold a 10mg vial of Reta. As well as a 10 ml bacteriostatic water.

My question is if I place 1ML of water that means the vial is at 10mg?

If so does that mean if I want a 3mg dose I would take 30 units?

Hope I’m asking the question correctly, first time reconstituting and I’d like to ensure we do it correctly
