Hydro (Toronto) incoming service challenges for 4+1 new constructionmultiplexes

Applying for a new service for a fourplex + garden suite in Toronto does have its complications! Toronto Hydro only issues meters for the number of units permitted, typically up to 4 units. To avoid DC charges, most people do 4 units initially. Once that permit is closed, they apply for a 5th unit, but this will likely involve additional costs, including extra charges from Toronto Hydro to install a meter for the 5th unit.

If you're planning for an all-electric property, a 400A residential service might not be sufficient for future energy demands also. If any one has done the calculation or been through the process I would appreciate a few mins of their time - thanks
