Is this IEEE conference predatory?

I found this conference (AIxMHC) and I want to submit there to either submit fully or get initial feedback (depending on where I get to on my project.) However, the conference seems a bit sketchy. For example, it requires at least 1 full registration for a presentation/publication and doesn't seem to provide any financial aid. Second, you can pay to add pages?

Is this conference worth submitting to?
