I. PREAMBLE & CAPACITY

- My non-employee, non-contractual, non-federal capacity,
- My voluntary civic service role as a member of the local community and supporter of emergency-preparedness and public safety,
- My reservation of all inherent, unalienable, and constitutionally secured rights, and
- My protection from any presumption of federal employment, agency, or compulsory enlistment.
This notice is issued pursuant to:
- The First Amendment (Right of Association & Petition)
- The Tenth Amendment (Reserved Powers & Local Civic Authority)
- The American tradition of voluntary civil service and militia participation
- Maxims of Equity: Equity will not suffer a wrong without a remedy. Consent makes the law. Notice to agent is notice to principal; notice to principal is notice to agent.
II. STATUS DECLARATION
1. No Federal Employment or Agency
I am not, and do not consent to be construed as:
- a federal employee,
- a federal contractor,
- an “agent,” “officer,” or “representative” of any federal agency,
- nor any variation of “U.S. person” for contracting or employment purposes.
This includes:
DOE, NNSA, DHS, FEMA, DOJ, DOD, State of Utah, or any subdivisions thereof.
2. Volunteer Civic Service Member
I stand as a private, uncompensated volunteer, offering assistance in:
- emergency response,
- community safety,
- disaster readiness,
- administrative support,
- public-information assistance,
- non-classified logistical support,
- or any lawful civic duty within my skillset.
This service is voluntary, non-contractual, and non-commercial.
No wages, benefits, pensions, or federal employment statuses are requested or accepted.
3. Private Capacity — Not Subject to Employment Statutes
My civic service is conducted in honor, in good faith, and as a private charitable contribution of time and skill, not subject to:
- the Fair Labor Standards Act,
- federal HR rules,
- employee-benefit frameworks,
- Social Security employment requirements,
- or any classification under 5 U.S.C., 31 U.S.C., or Title 42 employment liabilities.
III. JURISDICTIONAL LIMITATIONS & RESERVATIONS
1. No Waiver
Participation in civic service does not waive:
- Habeas rights,
- Due process rights,
- Right to travel,
- Right to contract or not to contract,
- Rights reserved under Article I, Article III, and the Bill of Rights.
2. No Transfer of Title, Estate, or Control
This notice does not transfer:
- legal title,
- beneficial interest,
- estate control,
- nor any fiduciary authority over my living estate, trust estate, PMA, or private assets.
3. Equity and Trust Standing Preserved
I remain the:
- Beneficiary of my private living trust, and
- Sole author of any agreements I bind myself to.
No presumption of suretyship is granted.
No adhesion contract is created.
IV. AUTHORITY FOR VOLUNTEER PARTICIPATION
My civic service aligns with the lawful American tradition of voluntary participation in:
- community emergency response,
- disaster relief,
- public safety assistance,
- and constitutionally protected local self-governance.
Authority derives from:
- Natural Law & Ecclesiastical Authority
- The Right to Free Association
- The Right to Assist One’s Community Without Entering Federal Employment
This declaration is self-executing and administratively binding absent rebuttal.
V. NOTICE & DEMAND
All agencies, officers, and personnel are hereby notified:
- I serve voluntarily,
- In private capacity,
- Without consent to employment jurisdiction,
- Without waiver of rights,
- Without transfer of estate or personhood into federal capacity.
If any party claims otherwise, provide:
- A valid contract bearing my wet signature,
- Evidence of full disclosure,
- Consideration,
- Meeting of the minds, and
- Proof of lawful authority to compel employment or federal personhood.
Failure to provide documentary proof within 10 days constitutes administrative estoppel and agreement that I am a private volunteer, not a federal employee.
