Issued under the Pro Se XY Private Membership Association & the Genesis Mission RFI Initiative
Preamble
Let it be known, affirmed, and entered into the private and public record:
Equity will not suffer a wrong without a remedy,
and the law helps the vigilant, not those who sleep on their rights.
The Members of the Pro Se XY Private Membership Association, acting in propria persona, in full political status as free People under the Constitutions of the several States and the United States, establish this Charter to identify, recognize, and regulate essential infrastructure required for:
  • lawful offset,
  • estate management,
  • ISO 20022 message conversion,
  • inter-ledger operability,
  • and the protection of the Living Estate endowed by God.
Pursuant to Annex F of the Principles for Financial Market Infrastructures (PFMI) issued by CPMI/IOSCO under the Bank for International Settlements, the Association hereby recognizes and declares that the XRP Ledger (XRPL) and its native asset XRP meet the international criteria of a Critical Service Provider (CSP) and shall serve as the Primary Conversion Asset of the Genesis Mission digital-trust economy.
Article I — Authority
  1. This Charter relies on the inherent sovereignty of the People,
  2. the right of private contract (Art. I, §10, U.S. Const.),
  3. freedom of association (NAACP v. Alabama, 357 U.S. 449 (1958)),
  4. freedom of intimate and expressive association (Roberts v. U.S. Jaycees, 468 U.S. 609 (1984)),
  5. the equitable maxim that “Equity regards as done that which ought to be done”,
  6. and the BIS global standards governing third-party critical infrastructure under Annex F.
This Charter is issued under the Genesis Mission Request-for-Information Initiative, authorizing inspection, auditing, and conversion of non-ISO-20022 financial records into compliant, transparent messaging.
Article II — Declaration of XRP as a Conversion Asset
The Association recognizes XRP as a Conversion Asset with the following functions:
  1. Bridging, translating, and converting non-harmonized messages into ISO 20022-compliant structures.
  2. Serving as a liquid, neutral collateral unit for trust-backed instruments, settlement chains, and estate-value representation.
  3. Acting as a real-time settlement medium between fiat, digital assets, trust certificates, performance bonds, appearance bonds, and private obligations.
  4. Operating as a universal conversion rail for the Genesis Mission audit process.
By this designation, the Association identifies XRP as a public utility for purposes of trust administration and lawful remedy.
Article III — Annex F Standards for Critical Service Providers
Under Annex F of the PFMI, a Critical Service Provider must satisfy five international oversight expectations.
The Association affirms that XRP / XRPL meets or exceeds all five:
Section 3.1 — Risk Management
XRPL maintains decentralized, cryptographically secured architecture capable of identifying and minimizing systemic, operational, and counterparty risks.
Section 3.2 — Robust Information Security
The protocol enforces end-to-end cryptographic integrity, ensuring confidentiality, authenticity, and tamper-resistance to a degree consistent with global settlement systems.
Section 3.3 — Reliability & Resilience
XRPL demonstrates continuous uptime, deterministic settlement, rapid finality, redundancy, and cross-jurisdictional resilience sufficient for FMI-level dependence.
Section 3.4 — Sound Technology Planning
XRPL’s open-source governance, amendment process, validator independence, and predictable upgrade path satisfy Annex F technological-planning requirements.
Section 3.5 — Transparent Communications with Participants
XRPL maintains public ledger transparency, validator disclosure, governance proposals, and real-time messaging for incident reporting, meeting the communication standards mandated under Annex F.
Article IV — Recognition of XRP / XRPL as CSP
Based on the Annex F benchmarks above, the Association hereby declares:
XRP and the XRP Ledger are formally adopted as a Critical Service Provider for conversion, settlement, ledger translation, and trust-asset interoperability across all Pro Se XY jurisdictions and the Genesis Mission.
This includes:
  • trust-asset tokenization,
  • settlement of bond instruments,
  • real-world-asset representation,
  • administration of performance, appearance, and indemnity bonds,
  • and ISO-20022 interoperability.
Article V — Duties Owed to the Members
By recognizing XRP as a CSP, the Association establishes:
  1. A duty of continuity — the ledger must remain available for estate administration.
  2. A duty of integrity — records must remain immutable, auditable, and transparent.
  3. A duty of neutrality — the protocol must treat all Members equally, without discrimination.
  4. A duty of access — Members retain full access to convert, transmit, and settle trust assets through the conversion asset.
  5. A duty of remedy — any interruption of service gives rise to equitable relief, accounting, and an automatic claim under trust law.
Article VI — RFI Integration (Genesis Mission)
Under the Request for Information provision:
  • All non-ISO-20022 financial messages, legacy records, and institutional filings may be requested, inspected, logged, converted, and settled through the XRPL conversion asset.
  • The Association asserts the right to review and harmonize any financial record bearing the SSN person, trust EIN, or bonded estate collateral identifiers.
  • Conversion into XRPL messaging shall be deemed lawful audit and estate correction.
Article VII — Affirmation & Execution
By the authority of the Members in assembly, and by the sovereignty of each Living Man or Woman:
This Annex F Reference Charter is adopted as binding internal law of the Pro Se XY PMA, and XRP is confirmed as Conversion Asset and Critical Service Provider for estate management, trust interoperability, and Genesis Mission operations.
Executed this day, under full capacity and standing, without the United States and without prejudice.
