The United Nations Office on Drugs and Crime (UNODC) released a report in October 2025 titled "The Nexus Between Cybercrime and Corruption", which reveals the dark side of online scams. Key findings:
Corruption enables cybercrime: High-ranking officials in some countries (especially in regions such as MENA, Asia and Africa) are often involved through bribery, obstruction of investigations and protection of scam centers. This leads to low conviction rates – less than 5% of reported scams are solved!
Scam centers as slavery: Thousands of forced laborers (victims of human trafficking) are locked up in office complexes or casinos where they carry out phishing, romance scams and crypto fraud. They generate billions of USD, which are laundered via cryptocurrencies.
Global impact: Corruption hinders international cooperation, destroys evidence and delays legal proceedings. Examples include protecting high-level hackers and fraudsters.
Solutions? Better anti-corruption measures, international cooperation and victim protection.
